Het project heeft tot doel de radiologische acceptatiecriteria bij de ingang van de oven uit te breiden in vergelijking met de huidige normen in de industrie. Als onderdeel van dit project is het noodzakelijk om exploitatievergunningen te verkrijgen van de relevante Belgische autoriteiten. Deze vergunningen omvatten: - Klasse 2-vergunning volgens Art.3.1.b) van het Koninklijk Besluit van 20/04/2001 betreffende de algemene regeling voor de bescherming van de bevolking, de werknemers en het milieu tegen het gevaar van ioniserende straling - Milieuvergunning, klasse nog te bepalen, volgens: * Waals Regionaal Besluit van 11/03/1999 betreffende de milieuvergunning; * Vlaams Regionaal Besluit van 25/04/2014 betreffende de milieuvergunning. Hoewel er regelgeving bestaat, moet worden opgemerkt dat dit de eerste keer in Belgie is dat een faciliteit die de industriele risico's van een gieterij combineert met de risico's van het omgaan met radioactieve materialen, onderworpen zal zijn aan vergunningsaanvragen. Hierdoor kunnen hiaten ontstaan in de interpretatie van de regelgeving, wat kan leiden tot discussies met de relevante autoriteiten, zoals het Federaal Agentschap voor Nucleaire Controle (AFCN). Een grondige en uitgebreide studie van veiligheids-, beveiligings- en bedrijfsprocedures, resulterend in een overeenkomst met de AFCN voor de exploitatie van deze faciliteit, zal moeten worden uitgevoerd. Deze aanbesteding omvat: - Verduidelijking met de bevoegde autoriteiten van de noodzakelijke interpretaties van bestaande regelgeving; - Het produceren van alle documenten, analyses en studies die nodig zijn voor de vergunning van de faciliteit; - Samen met het projectteam, en gedurende de looptijd van het project (tot 30/06/2026), identificeren van eventuele knelpunten in het project; - Ondersteun SCK CEN bij verzoeken aan de bevoegde autoriteiten, analyseer en stel bewijskrachtige antwoorden voor op de kwesties die zullen worden geidentificeerd. The SMELD project (State-of-the-art MEtal MElting Limiting waste during D&D) is a project to develop a furnace for melting contaminated metals from the nuclear industry, including those resulting from the dismantling of nuclear facilities. The project aims to extend the radiological acceptance criteria at the furnace inlet compared with those currently in use in the industry. As part of this project, it is necessary to obtain operating authorizations from the relevant Belgian authorities. These authorizations include : - Class 2 authorization according to Art.3.1.b) of the Royal Decree of 20/04/2001 concerning the general regulation for the protection of the population, the workers and the environment against the hazard of the ionizing radiations - Environmental permit, class to be determined, according to the: * Walloon Regional Decree of 11/03/1999 concerning the environmental permit; * Flemish Regional Decree of 25/04/2014 concerning the environmental permit. Although regulations do exist, it should be noted that this is the first time in Belgium that a facility combining the industrial risks of a foundry with the risks associated with handling radioactive materials will be subject to authorization applications. As a result, there could be gaps in the interpretation of the regulations, leading to discussions with the relevant authorities, such as the Federal Nuclear Control Agency (AFCN). An in-depth and comprehensive study of safety, security and operating procedures, leading to an agreement with the AFCN for the operation of this facility, will have to be carried out. This call for tenders covers : - Clarifying with the competent authorities the necessary interpretations of existing regulations; - Produce all the documents, analyses and studies required for licensing the facility; - Together with the project team, and throughout the duration of the project (until 30/06/2026), identify any point in the project that may present difficulties related to licensing, and seek alternatives with the project team to reduce the risk of non-licensing; - Support SCK CEN in requests to the competent authorities, analyze and propose evidential answers to the issues that will be identified.Adjudicaciones
