Les administrations publiques sont les principaux acteurs de ces projets. eWBS vient en appui de ces administrations, outre quelques projets transversaux qu'elle gere en propre. La BCED - Banque Carrefour d'Echange de Donnees -, un des departements d'eWBS, est le principal acteur de cet objectif. En effet, elle a mis en place des outils favorisant le partage de donnees en assurant le transport fiable et la distribution des informations, dans le respect de la loi pour la protection de la vie privee et des regles de securite informatique. Afin de pouvoir repondre a la demande importante des services publics, eWBS souhaite, pour la BCED, s'adjoindre les services de consultants exterieurs susceptibles d'accompagner ses membres dans leurs projets.La stabilite des consultants proposes et le transfert des connaissances pendant tout le cours des missions sont des elements important pour le pouvoir adjudicateur. La stabilite s'entend au sein d'un projet, pas pour l'ensemble. Il pourra donc y avoir plusieurs consultants en fonction des demandes mais celui qui commence un projet doit le terminer. Pour s'adjoindre les services de ces consultants, eWBS souhaite lancer un marche comportant 3 lots, chacun necessitant des types de prestations differentes.Awards
