U skladu s time potrebno je definirati mjerna mjesta kao i mjesta zatvaranja pojedinih dionica kroz zatvaranje zasuna. U sklopu istog potrebno je za 16 DMA zona, koje su se u mjernoj kampanji 2019. godine pokazale kao zone s najvise vodnih gubitaka, a ciji ukupni gubitci iznose nesto manje od 50% od ukupnih gubitaka u cijelom sustavu, definirati broj mjernih mjesta i mjesta zatvaranja.
