The aim of the GDW is to establish and augment the technological governmental infrastructure through which information from different Government Organisations is consolidated, associated, aggregated and analysed. This through better information exploitation, will enable better decision making processes, it will improve the performance and the quality of the services furnished to the citizens, resulting to higher government productivity, economic prosperity and better social justice.A GDW will be established, based on a sound Government Data Warehouse Logical Data Model (GDW-LDM). The GDW shall have a Scalable GDW Architecture to accommodate the data volumes required. An open ended set of Governance Improvement Opportunities (GIOs), each associated with one or more Key Improvement Indicators (KPIs) and a set of strategic Governance Questions (GQs) shall be addressed, provided as ready-made services to government employees.The Tenderer has to provide a turn-key GDW solution composed of the full spectrum of Data Warehouse parts/components (physical and logical) and processes: GDW Production Platform, GDW Development Platform, GDW Governance Planning Model, Government Data Warehouse Logical Data Model, the Extraction, Loading and Transformation of the source data into the staging area and the core GDW RDBMS-based storage, The GDW Information Access by a set of the GDW analytical and reporting tools (SQL-based, Multidimensional/OLAP-based, Data Miningbased, etc).The GDW will expose a web based user interface and a standardised method for interacting with key Data Warehouse services to enable secure and controlled interaction.In order to achieve this model of service delivery, industry state-of-the-art data warehouse technologies, including hardware, software, networking and tools are required.
