Kontorknudepunktet skal huse flere af Statens styrelser og institutioner. Bygningen skal tilvejebringe gode, fleksible standardkontorarbejdspladser i god kvalitet med tilknyttede faellesfaciliteter som modecenter, reception, kantine m.v. Bygningsstyrelsens forventning er et omkring 31 000 m2 stort bygningskompleks med plads til 1 600 arbejdspladser. Bygningsstyrelsen har valgt at stille krav om, at husets baerende konstruktioner skal udfores i trae, og at disse i videst muligt omfang onskes synliggjort indvendigt. Det er et onske, at byggeriet skal indpasse sig til bydelen med respekt for de omkringliggende bebyggelser og i relation til udviklingsplanen i Odense Kommune. Nedrivningen af den eksisterende bygning er en del af entreprisen. Tidsplanen er et konkurrenceparameter.
