Providers must have a proven track record, in their elected field/s of expertise, in the provision of high quality care and support services. Providers will be measured on their competence in the delivery of imaginative, effective, and cost efficient services which shall be outcome based. The range of service users, which Renfrewshire Council and Inverclyde Council are seeking to purchase services for, includes adults and older adults with learning and/or physical disabilities and/or mental health issues, and people with need arising from homelessness or addiction issues. The framework will exist for an initial period of 4 years with two 12 month extension options and has an anticipated value of approximately 110 000 000 GBP, however this figure includes services currently purchased from existing providers, which makes up the majority of purchasing within the new framework. Tenderers are invited to bid for either or both council areas. Both councils are open to new care and housing support providers coming to Renfrewshire and Inverclyde to work alongside the range of existing providers where this will provide better value and/or improved outcomes, but the councils are also keen to avoid unproductive change for existing service users. Notwithstanding the rights of service users to express choice over the services they receive and the Councils right, which they reserve, to change purchasing arrangements during the lifetime of the framework, it is not envisaged that current services will be significantly re-provided at the outset of this framework. Framework providers will be issued individual service contracts on a call off basis. The evaluation shall be based upon the undernoted bid selection criteria (but not necessarily in the order stated) The evaluation of bid selection criteria is based on a pass/fail test. Succesful stage one tenders will be those which pass every part of the criteria without exception: -- Eligibility to contract, -- Completeness of submission, -- Compliance with "general conditions of contract", -- Compliance with the "tender specification", -- Compliance with the "special conditions of contract", -- Capacity to contract, -- Financial stability, -- Insurance provision assessed by the Council as adequate, -- Insurance cover for plant; equipment or vehicles, -- Compliance with all relevant statutory obligations (e.g. equal opportunities etc), -- An equal opportunity policy assessed by the council as adequate;*, -- A Health & Safety Policy assessed by the Council as adequate, -- A Quality Policy / Quality Assurance system assessed by the Council as adequate, -- Suitable processes, systems & technologies in place for managing the contract, -- A suitable complaints procedure including escalation points, -- Acceptable experience of delivering similar services, -- Acceptable track record including quality of references received where sought, -- Professional qualifications or admission to professional register / association. Where both councils require to exercise discretion by applying a minimum standard to any of the above bid selection. Criteria, any submission made shall be measured against the standard required of a skilled, competent and experienced Provider sufficient for the purposes of fulfilling the requirements of the contract. Clarification may be sought from tenderers in order to determine whether their tender is complete, compliant and meet the minimum requirements of the bid selection criteria. Following the completion of the bid selection stage of the evaluation, tenders passing the bid selection criteria shall move onto the "award stage" tenders will be assessed and evaluated on their submission and supporting documentation which is requested in the "service exercise" part of the questionnaire section of the tender. Tenders failing to achieve an average score of over 33.3 % in the quality section of the "award criteria" will fail at this stage. The quality section is weighted as 70 % of total "award criteria" score. The scoring methodology in the quality section of the "award criteria" is as follows, such methodology applied to each of the 9 criteria listed in the "service exercise" part of the questionnaire section of the tender. 0 %= tenderer fails to provide any information / information totally inadequate / information is substantially incomplete. 33.3 %=information is complete however concerns that tenderer may significantly lack most requirements for an acceptable methodology and approach to service provision. 66.6 %=information is complete however non significant concerns that tenderer may lack some requirements for an acceptable methodology and approach to service provision. 100 %= information is complete & sufficient to indicate that tenderer meets all requirements for an acceptable methodology and approach to service provision. Tendered prices will be evaluated at 30 % of the "award criteria" score. Tenderers who successfully pass both stages of the evaluation will be included onto the supported living framework. Once established any award from the framework of an individual service Contract for an individual service user shall be based upon the direct award criteria noted below. * Price (30 %); * Inspection reports/quality grades from SCSWIS other other regulatory bodies and contract performance monitoring reporting - (10 %); * Assessment of current capacity including ability to take up service within required timescales - (20 %); * Opportunities to advantage from economies of scale/specific service model - (20 %). * Matching service user need to service provider specialisms including input from service user and/or carer (20 %). The Councils reserves the right to utilise mini competitions under this framework agreement where it considers it advantageous to do so. Where the councils decide to run a mini competition, all suitable providers listed under the framework agreement will be invited to quote for that business. Tenderers should note however that in such instances, the councils reserve the right to seek additional quotations and, if so required, obtain the service from alternative providers outwith the framework agreement.
