EUR.Hankkeen toteutusmuoto on jaettu urakka, jossa rakennusurakoitsija toimii paaurakoitsijana ja lainsaadannon tarkoittamana paatoteuttajana. Paaurakkaan alistettavia sivu-urakoita ovat putki-, ilmanvaihto-, sahko-, jaahdytys-, sairaalakaasu-, puhdastila- ja sprinklerurakka.
