Chaque marche de maitrise d'oeuvre sera compose d'une tranche ferme dit << diagnostics >> et d'une tranche conditionnelle dit << Mission Complete >>. Chaque groupement d'entreprise attributaire devra realiser la phase Diagnostics pour le patrimoine du lot concerne, avec pour mission d'emettre les preconisations techniques et financieres a la maitrise d'ouvrage. Le rapport definitif permettra a la maitrise d'ouvrage de planifier les rehabilitations, les demolitions, les GE/GR, ainsi que les residentialisations a effectuer. Par suite, les conventions NPNRU seront conclues. Au terme de cette phase, les groupements d'entreprises seront invites a prendre connaissance des orientations validees par la maitrise d'ouvrage, et a remettre leur proposition technique et financiere, pour l'ensemble des missions de maitrise d'oeuvre restantes, pour les operations de rehabilitations, demolitions, et residentialisation. En cas d'accord avec la maitrise d'ouvrage, la tranche conditionnelle sera affermie. Dans le cas ou suite a la phase diagnostic, lot par lot, la competence architecte est indispensable, une ou plusieurs consultations, conformement a la reglementation de la commande publique, seront effectuees par la maitrise d'ouvrage en collaboration avec l'equipe de maitrise d'oeuvre. Ainsi, par avenant, le ou les architectes integreront les groupements d'entreprise au terme de cette consultation. Le calendrier previsionnel est le suivant: OS de demarrage de la phase diagnostic: 1.7.2016 Remise du rapport complet et definitif phase diagnostic: 1ere semaine de janvier 2017.Awards
