Article 28 de l'ordonnance ndeg 2015-899 du 23.7.2015 relative aux marches publics: une convention constitutive de groupement de commandes a ete etablie. Elle fixe le cadre juridique necessaire a la passation des accords-cadres et designe Grandangouleme comme le coordonnateur. Il a pour mission d'organiser l'ensemble des operations de selection pour les membres du groupement. Le coordonnateur est charge de signer et de notifier les accords-cadres, chaque membre du groupement, pour ce qui le concerne, s'assurant de la passation des marches subsequents et de leur bonne execution. La forme du contrat est un accord-cadre mono-attributaire s'executant par l'emission de bons de commande sur la base des prix unitaires definis par le bordereau des prix unitaires sans engagement sur un montant minimum ni maximum.
