La mission proposee est decomposee en deux phases. La phase 1 comprend un diagnostic / etat des lieux de l'eclairage public de l'ensemble des 49 communes, la realisation d'un plan lumiere et la definition d'une feuille de route sur 10 ans integrant une programmation des investissements. Dans le cadre du transfert de competence, il est prevu une seconde phase comprenant un diagnostic sur les plans organisationnel et financier et des propositions de scenario d'organisation permettant de mettre en oeuvre le SDAL dans une equation reliant les ressources (moyens RH et budgetaires) au niveau de service rendu.
