Il est passe sous la forme d'un appel d'offres ouvert en application des dispositions de l'article R. 2124-2 du CCP et conformement a l'article R. 2161-3 du CCP qui prevoit que le delai de consultation peut etre ramene a quinze jours. Les produits sanitaires devant etre disponibles pour le personnel et pour les administres des le debut de l'annee, il est impossible de respecter les delais normaux de consultation en appel d'offres. Il s'agit d'un accord-cadre mono-attributaires (articles R. 2162-1 a R. 2162-6 du CCP) donnant lieu a des bons de commande (articles R. 2162-13 et R. 2162-14 du CCP).
