In dieser Zustandigkeit schreibt das LZN fur alle Dienststellen der unmittelbaren Landesverwaltung des Landes Niedersachsen eine Rahmenvereinbarung uber die Lieferung von Leitpfosten in verschiedenen Ausfuhrungen mit Zubehor aus (SS 21 Abs. 1 VgV- ,,individuelle Rahmenvertrage", im Folgenden ,,Rahmenvertrag").
