Es werden drei bis maximal funf Unternehmen aufgefordert. Das Erst-Angebot ist einige Tage vor der Verhandlung elektronisch uber das Vergabeportal DTVP einzureichen. In der Verhandlung soll sich das Unternehmen prasentieren mit einer kurzen Selbstvorstellung. Es soll ein Referenzprojekt vorgestellt werden und eine Ubersicht der zu vergebenden Leistung dargestellt. So soll ein Abgleich zwischen der Erwartungshaltung des Auftraggebers und dem Verstandnis des Auftragnehmers hinsichtlich der zu erbringenden Grundleistungen und potenziell auftretender Problemstellen, Hindernisse und Schwierigkeiten erfolgen.
