Mit der Ausschreibung sollen geeignete Wirtschaftsteilnehmer in eine Rahmenvereinbarung eingebunden werden (,,Pool"), um den Personalbedarf dann im Rahmen eines erneuten Aufrufs zum Wettbewerb zwischen den Teilnehmern der Rahmenvereinbarung decken zu konnen (= sog. ,,Miniwettbewerb"). Der Auftraggeber wird diejenigen Unternehmen in die Rahmenvereinbarung aufnehmen, welche sich hinsichtlich der in den Vergabeunterlagen aufgestellten Eignungskriterien und der hierzu abgegebenen Nachweise und Erklarungen als geeignet erwiesen haben. Die Anzahl der Mitglieder des Pools ist nicht beschrankt.
