Durch den beabsichtigten ODLA wird der Betreiber zu umfangreichen Investitionen verpflichtet. Die Laufzeit des ODLA betragt 22,5 Jahre;2) Betrauung mit einer Dienstleistung von allgemeinem wirtschaftlichem Interesse (DAWI-Betrauung) uber das ,,KVB Rad": Die DAWI-Betrauung umfasst die Sicherstellung des Betriebs des Systems ,,KVB Rad" im gesamten Stadtgebiet Koln.
