Deze vorm van aanbesteden past bij de complexiteit en onzekerheid in het sociaal domein en sluit aan bij het gemeentelijke beleid. Het biedt ruimte om tijdens de looptijd van de overeenkomsten mee te gaan met de ontwikkelingen in de markt en nieuwe initiatieven te honoreren. De procedure houdt rekening met de wederzijdse afhankelijkheid tussen opdrachtgevende overheid en (zorg-) aanbieders. Beide partijen hebben elkaar nodig om de eigen doelstellingen te realiseren. De procedure van bestuurlijk aanbesteden is uitgewerkt in hoofdstuk 2.1. van het aanbestedingsdocument. De aanbesteding is gebaseerd op drie documenten: 1. het aanbestedingsdocument; 2. raamovereenkomst maatwerkvoorzieningen; 3. de procesovereenkomst. Wij nodigen nieuwe aanbieders 2 keer per jaar uit om mee te doen met de aanbesteding. Deze en vervolgaanbestedingen geschieden uitsluitend op grond van genoemde 3 documenten.Awards
