BWRI staat voor een inclusieve samenleving waarin iedereen meetelt. De strategie van BWRI is dat we alles zoveel mogelijk zelf in huis hebben. We hebben een eigen leerwerkbedrijf/Ontwikkelbedrijf voor alle doelgroepen aan de onderkant van de samenleving. We werken verder samen in de arbeidsmarktregio en stemmen onze dienstverlening af met andere leerwerkbedrijven. De huidige huisvesting van BWRI, voldoet niet. BWRI is nu verdeeld over 3 gebouwen. Dit belemmert de dienstverlening aan de inwoners. Een tweede probleem is dat de 3 huidige gebouwen sterk verouderd zijn. Uit onderzoek blijkt dat centrale nieuwbouw het meest passend is voor BWRI.
