Het betreft derhalve een ,,vrijwillige" aankondiging uit rechtszekerheid. Onder de overeenkomst worden de ,,Centric Oracle Melodies" door Centric geleverd. In 2015 heeft Oracle samen met Centric een licentievorm met de naam ,,Centric Oracle Melodies" toegevoegd die alleen voor Centric applicaties gebruikt mag worden. Centric is de enige aanbieder van de deze licentievorm. De gemeente is voornemens de overeenkomst op korte termijn zonder voorafgaande aanbesteding te sluiten en plaatst deze aankondiging uit rechtszekerheid opdat een belanghebbende die wellicht van mening is dat toch in strijd met het aanbestedingsrecht wordt gehandeld de mogelijkheid heeft om binnen 20 kalenderdagen na publicatie van deze aankondiging een kort geding te entameren op straffe van verval van recht.
