De Aanbestedende dienst is in 2017 een traject gestart voor de aanpak van personen met een criminele achtergrond, die doorgaans weinig gevoelig zijn voor celstraffen en vaak niet gemotiveerd zijn voor leer- en werktrajecten. De trajecten richten zich op het verwerven van discipline in een prikkelarme omgeving. De doelgroep zijn volwassenen tussen 18 en 65 jaar met een delict verleden, die in beginsel een opleiding willen volgen of aan het werk willen, maar daartoe (nog) niet in staat zijn gebleken, primair door motivatiegebrek en antisociaal gedrag. Daarnaast hebben alle deelnemers diverse andere problemen (delict gerelateerd of belemmerend), zoals verslavingsproblematiek, psychische-, of psychosociale problematiek, of zijn licht verstandelijk beperkt -of een combinatie hiervan.
