Wegenzout is bulkgoed. Vanuit kostenefficientie en concurrentiestelling en vanwege logistiek is het voor zowel aanbesteder als voor marktpartijen noodzakelijk dat de hoeveelheid te leveren wegenzout optimaal is. Grote leveranciers en producenten-leveranciers beschikken over permanente voorraden van waaruit geleverd kan worden. Maar voor met name kleinere leveranciers/handelaren is het lastig om eigen voorraden aan te houden. Zij zullen een rendabel volume aan wegenzout moeten kunnen leveren om concurrerend te kunnen deelnemen in de aanbesteding. Om voldoende en daadwerkelijke concurrentie te kunnen oproepen, ook voor kleinere leveranciers/handelaren, is de opdracht verdeeld in 2 percelen.Awards
