Het betreft hier voornamelijk beheersmatige werkzaamheden en klein onderhoud en reparaties in de openbare ruimte. Het doel van de Raamovereenkomsten is, om door middel van Deelopdrachten, de werkzaamheden waarvoor Gildebor de capaciteit, kennis of machinepark niet heeft, door de Opdrachtnemers van de Raamovereenkomsten uit te laten voeren. Voor sommige typen werkzaamheden betekent dit dat de Opdrachtnemer bijna alle werkzaamheden moet verrichten. Voor andere werkzaamheden betekent dit dat de Opdrachtnemer slechts een kleine hoeveelheid hoeft te doen. De verhoudingen tussen wat Gildebor zelf doet en wat de Opdrachtnemer moet doen, zullen van jaar tot jaar verschillen. Dat is een onlosmakelijk gevolg van het feit dat er wordt gewerkt met een steeds wisselende populatie van doelgroep medewerkers (d Nr.
