De huidige contracten met de banken lopen tot en met september 2017 en kunnen niet meer worden verlengd. Voor het uitvoeren van het betalingsverkeer van de SVB zijn bankdiensten noodzakelijk. Hiervoor dient een Europese Aanbesteding (EA) te worden uitgevoerd, waarin de SVB voornemens is een of meerdere overeenkomsten te sluiten met een of meerdere (internationale) systeembank (en) om te voorzien in al haar betalingsverkeer. Het aandachtsgebied bestaat uit (circa 52 000 000 betaalopdrachten per jaar): -- het betalingsverkeer van de primaire processen (met name de uitkeringen aan de klanten); de belangrijkste zijn: AOW, AKW, SSP (uitvoering Persoonsgebonden budget) en V&O (Verzetsdeelnemers en Oorlogsgetroffenen); -- het betalingsverkeer van de SVB als organisatie (o.a. facturen en salarissen). Dit valt qua aantallen te verdelen naar: -- Circa 51 000 000 betalingen in SEPA-gebied, waarvan circa 49 in Nederland, hierbij is van belang dat de SVB betaalopdrachten met verwerkingsdatum X ook op de datum X worden aangeboden aan de bank van de klant. Aanlevering door de SVB is op X-1. -- Circa 1 100 000 betaalopdrachten internationaal in circa 134 landen (zie bijlage); hierbij zijn de snelheid, de Total Cost of Payment (kosten SVB en kosten klant van de SVB) en de dekkingsgraad van belang.Awards
