Dit is een bestaande technologie die voor toepassing door ProRail kansen biedt, maar nog onbekend is. Om de toepassing van deze techniek te beproeven is ProRail voornemens een opdracht te verstrekken aan Focus Sensors voor een proefonderzoek op een baanvak. Doel van de proef is vast te stellen of de techniek betrouwbare en voldoende nauwkeurige informatie oplevert over verschuiving van de grond. De opdracht heeft een waarde van EU 273.000,-. ProRail is voornemens deze opdracht enkelvoudig onderhands te gunnen aan Focus Sensors. ProRail meent dat zij met deze opdracht en de voorwaarden waaronder deze wordt uitgevoerd een gerechtvaardigd beroep kan doen op de uitzondering zoals vastgelegd in Artikel 3.36 lid 1 sub b Aanbestedingswet 2012.
