The project must be in accordance with adopted process for investment projects. A concept analysis with recommendation regarding contract strategy shall be prepared during the first stage of the project. The City Council and city government are open for that the project shall be executed as a public private partnership (PPP) project. If PPP is preferred, tender documents shall be prepared. If individual investment project is preferred, a preliminary project will be prepared by the municipal undertaking for social service buildings, Oslo municipality.
