The framework agreements shall cover the need for competence that the awarding authority does not have access to in their own department at a given time, or where there is an independent need for solving an assignment externally. The framework agreements can also be used for extra capacity. The requested consultancy services are within top management consultancy organisation development, management support/developemnt, entity management and project management/support. The awarding authority will enter into 3-10 parallel framework agreements in each area of competence, providing that we receive a sufficient number of suitable tenders. For further information on the areas of competence, see the tender documents. The contracts shall be for: The Norwegian Labour and Welfare Directorate with operative units, as well as operative units which are established during the contract period. In addition the following units will have an option to use the contract: NAV county, NAV special units, NAV local, as well as local or regional units which are established during the contract period. The awarding authority plans to carry out a comprehensive renewal/modernisation of ICT (the Modernisation Project), with a planned start in 2011. There can, in this connection, be a need for comprehensive consultancy services. How the Modernisation Project is carried out, and the extent of it, will be decided by superior organs and budgets. On the basis of this, the value of the consultancy contracts within HR, management and organisation development can be higher or lower than the estimates given in this notice. The awarding authority will in each case of need concerning the Modernisation Project, decide whether the consultancy contracts within HR, management and organisation development are suitable to use for these services or whether independent competitions will be announced.Adjudicaciones
