The main objective is to rationalize the administration of grants and ensure quality in case management. Project management of systems development and software development is important to the Award authority. The same applies to service management. Good methods/methodologies to ensure consistent quality of delivery of maintenance and system development are equally important. Within the system development and system management is a clear ambition of the Award authority to achieve more flexible and interactive development. The PTA system is a management tool that will support approx. 1 200 executive officers and managers in their daily work. The solution is based on MS SQL database. Net 4.0, and some Frame Solution, a framework provided by Computas. Maintenance and further development of the PTA system mainly includes bug fixes, changes, emergency services, proactive maintenance and further development based on changing political policies, requirements for efficiency of administration, rule changes and new needs of caseworkers. PTA is managed internally by the IT department of the Foreign Ministry, but it would be appropriate to order simple operating services under the agreement. After signing the contract there will be a requirement for overlapping and transfer from the old to the new provider so that the new provider can take over the responsibility in the first half year. Everyone involved from the provider must be security cleared after contract signing. Client's management model Administrative responsibility for PTA rests with the Grants Management Unit in the Finance Office. The unit is responsible for ensuring that the PTA system evolves in line with the organization's needs and can be managed cost-effectively in the short and long term. Upgrading of the PTA system normally occurs through 1-2 deliveries per year, without the need for the Award authority to order deliveries. Deliveries include bug fixes, minor changes, proactive maintenance and all further development. Normally, only critical bug fixes and changes will be delivered outside of scheduled deliveries. System Deliveries are organised as projects. Project organisation is used for several reasons: -- to ensure good planning and prioritisation processes -- to monitor internal and external suppliers to help system delivery -- for systematic monitoring of time, cost and quality -- to co-ordinate upgrades across multiple systems. User support is organised through a Helpdesk in the Grants Management Unit. The Help Desk is open during office hours and shall respond within 24 hours. Technical operation of the system takes place in UD v/IT department.
