For a stotte fredsprosessen, undertegnet Norge, sammen med Nederland, Sverige og Storbritannia en Memorandum of Understanding (MoU) for a etablere fellesgiverkontoret i Juba. Danmark og Canada tilsluttet MoU i 2007. I henhold til MoU skal giverkontoret evalueres etter to ar, og tiden er na inne for dette.Hensikten med evalueringen vil vaere a fa vurdert relevans, maloppnaelse og kostnadseffektivitet av fellesgiverkontorets virksomhet sa langt. Spesielt skal evalueringen belyse hvordan har JDT bidratt til GoSS kapasitet til a fremme fredsbygging, fattigdomsreduksjon, og oppnaelse av tusenarsmalene i Sor Sudan.
