UNE has, however, not completely reached its targets. It is not clear to what extent this is due to changed assumptions/external conditions that UNE cannot affect or other conditions. Many measures have been implemented, and many are being evaluated. Regardless of the reasons and implemented/started work with changes/efficiency measures, we would like an outsider's evaluation of to what extent there is "more available" and whether the initiated/implemented measures are the correct ones. UNE is in the process of establishing an efficiency project. UNE pictures a project carried out in two phases. The first phase will stretch over 3-6 months, the second 6-9 months. The project will run for 1.5 years altogether. In the first phase UNE has a concrete need for assistance including: -- getting advice on method(s) for uncovering possible reasons for why the productivity targets have not been reached, -- obtaining and analysing information on possible reasons for why the productivity targets have not been reached, -- working out written report(s) where the conclusions, background for the conclusions (the finds) appear and proposals for measures.
