Es tracta d'intervenir en un ambit urba degradat, amb moltes limitacions funcionals i de qualitat de l'espai lliure, per tal d'incidir en la promocio de l'activitat local, el sector productiu, el turisme i el patrimoni cultural.Les tasques a realitzar per fer efectiu el projecte s'han de realitzar per personal tecnic qualificat, dels quals no disposa la Diputacio de Lleida, i es per aquest motiu que es necessaria la contractacio d'aquests obres a persones o empreses especialitzades que puguin atendre les necessitats indicades.
