The Scottish Government announced in January 2014 that it would be introducing secondary legislation in association with the Act which would make 2-year old children from workless families eligible for early learning and childcare from August 2014 with the aim of providing much needed support to workless families, encouraging parents back to work and opening up more opportunities for Scotland's most vulnerable children at an earlier age. This service is to be provided by local authorities and in this instance, North Lanarkshire Council.The service will only be available to workless families with 2 year old children who are in receipt of any of the following benefits:-- Income Support;-- Job Seekers Allowance;-- Employment and Support Allowance;-- Incapacity Benefit or Severe Disablement Allowance; or-- Pension Credit.All adult persons residing at the applicant's address must meet the above criteria -- where there is 1 person working the family would not qualify for the service.It is estimated that within North Lanarkshire there are in excess of 600 families who may be eligible to receive this service, however, participation is by self-referral and this number is indicative only and not guaranteed. Children become eligible in the school term following their 2nd birthday. There are 3 terms per year, August, January and April as follows:1st March and before term start date of 18th August;18th August and 31st December; and1st January and 28th February.Eligible families will be entitled to a free early learning and childcare place, which is 600 hours in a full year. This can work out at 3 hours and 10 minutes each week day during the school term-time however services may be more flexible e.g. a 2.5 hour session each weekday over a 48-week period.Places allocated will be subject to availability within the family's preferred area and may be in any area within North Lanarkshire however no places will be allocated out with the council's boundaries.Once a place is allocated, the service provider must maintain that place until the commencement of the child's placement under the 3 to 5-year old early learning arrangements. This will be in June 2015 or, August 2015 dependant on the pattern of uptake, whichever is first.Changes to a family's eligibility status during this period does not affect the allocation of the child's placement once agreed.
