Our specialisms include; social housing, affordable renting, selling homes, providing Care and support services (this includes; domestic abuse support, human trafficking prevention, homeless services, in hospital care and at home care services). We also run social enterprise initiatives such as our Frost and Snow Bakery and Live and Work units in the jewellery quarter for creative trades. Midland Heart therefore offers an exciting prospect with lot of opportunity for Graphic Design due to the variety of work we carry out.Our services span a huge range of customer profiles and business areas. A bird's eye view of our organisation would show you our Birmingham based head office, our homeless team scouring the city in the early hours of the morning, our customer training classes and courses, the day to day management of our 32 000 homes and the older peoples' schemes starting their day off with a quick keep fit class.There is so much going on at Midland Heart, and in terms of the design projects you could be involved in; no two days are the same. From producing designs for marquees, exhibition and banner stands, to developing full sign-age and integrated external facing campaigns involving the full marketing mix. We have lots to keep you on your toes and we're keen to hear from small scale designers and larger creative agenciesThe Contract will be for a duration of 3 years with no opportunity to extend.The Contract will cover the following Lots:Lot 1 -- General Graphic Design -- This could include but not limited to; scheme leaflets, corporate stationery, brochures and leaflets. This would be suitable for an 'every day' designer. We expect value for money and quick turnarounds (1 or 2 days if urgent but a standard agreement of 4/5 day turnaround) for more complex design items. This would involve less creativity, and with emphasis on creating simple clean and consistent styles for our customers, staff and stakeholders, all whilst maintaining our brand.Contract value of Lot 1 is approximately 140 000 GBP (46 666 GBP per annum). A minimum of the top 5 scoring suppliers will be shortlisted to the ITT stage. The top 3 scoring suppliers will be awarded the Contract and will be on the Framework.Lot 2 -- Creative Communications Agency -- This could include some items within Lot 1 as part of full scale campaigns (including concepts, printed artwork, promotional materials, copywriting support and full account management). Midland Heart value a supplier that can question and interpret a brief and turn it into an exciting campaign whilst regularly communicating with us on progress, timescales and any potential issues. We would also appreciate an agency that could offer behavioural insights e.g. provide recommendations based on typical behaviours of the target audience and take into account how they may absorb information differently. We would also like infographics where relevant incorporated as a key part of the service to us. Contract value of Lot 2 is approximately 140 000 GBP (46 666 GBP per annum). A minimum of the top 5 scoring suppliers will be shortlisted to the ITT stage. The top 3 scoring suppliers will be awarded the Contract and will be on the Framework.Lot 3 -- Digital Communication Agency -- This could include but not limited to; microsites, interactive pdfs, e-mail designs, editable word documents, buttons or other elements for webpages and ebooks. As Midland Heart's communications begin to have a heavier online presence we will expect our new digital communications agency to be able to support and advise on our move to increase our online presence using digital elements. We would also appreciate an agency that could offer behavioural insights e.g. provide recommendations based on typical behaviours of the target audience and take into account how they may absorb information differently. We would also like infographics where relevant incorporated as a key part of their service to us.The Contract value of Lot 3 is estimated between 10 000 GBP-30 000 GBP (3 000 GBP-10 000 GBP per annum), this high end estimate is based on anticipated future spend due to our revised use of channels and increased focus on digital communications. A minimum of the top 5 scoring suppliers will be shortlisted to the ITT stage. The top 3 scoring suppliers will be awarded the Contract and will be on the Framework.Lot 4 -- Illustrator -- This could include but is not limited to; Creation of icons, Sketches, Pre-set themes and styles all or some of which maybe adapted internally/externally to be developed in to animation to be used across our intranet and internet.The Contract value of Lot 4 per annum is approximately 1 975 GBP (658.33 GBP per annum). A minimum of the top 5 scoring suppliers will be shortlisted to the ITT stage. The top scoring supplier will be awarded the Contract.Contract Value for Contract Duration.The combined estimated Contract value for all 4 Lots is approximately 311 975 GBP over the contract duration.Process to register for the PQQ.The procurement for this contract will be processed online via the Bravo Solutions e-tendering platform where the Pre Qualification Questionnaire (PQQ) and the Invitation to tender (ITT) and supporting documents can be obtained:https://iewm.bravosolution.co.uk/web/login.shtml?_ncp=1421058507294.214860-1Please see the help desk contact details on the page above if you require help with accessing the Bravo Solutions system.PQQ Pass/Fail Requirements.Financial Standing is Pass/Fail Criteria based upon the following:Stage 1 -- Initial Assessment:Suppliers' turnover must be at least 2 times greater than the annual value of this contract or applicable lot(s) to be successful in this PQQ. To be eligible for all 4 Lots the Supplier (as stand alone business unit, not a Group) must be able to demonstrate a minimum annual turnover equivalent to 207 983.32 GBP per annum. If bidding for more than 1 Lot the turnover must equal the combined values of those Lots as identified below.-- To be eligible for Lot 1 the Supplier (as stand alone business unit, not a Group) must be able to demonstrate a minimum annual turnover equivalent to 93 333.33 GBP;-- To be eligible for Lot 2 the Supplier (as stand alone business unit, not a Group) must be able to demonstrate a minimum annual turnover equivalent to 93,333.33 GBP,-- To be eligible for Lot 3 the Supplier (as stand alone business unit, not a Group) must be able to demonstrate a minimum annual turnover equivalent to 20 000 GBP,-- To be eligible for Lot 4 the Supplier (as stand alone business unit, not a Group) must be able to demonstrate a minimum annual turnover equivalent to 1 316.66 GBP.Please note that Midland Heart may use Experian to download credit reports for all participating supplier/s. The Experian report will be used to score the financial standing as part of the PQQ.Suppliers are required to submit your accounts for the last 2 years for evaluation at stage 1 and 2. The type of accounts you submit will depend on the size of your company, either audited or small/abbreviated accounts.Stage 2 -- Assessment will then be done by a financial analyst who will give a risk based score of 0-5 based on the following:-- Net current liabilities,-- Falls in turnover,-- Gross profit margin,-- Liquidated assets,-- Overdraft,-- Loan,-- Tax/VAT Liability,-- CCJ's,-- Interest Cover,-- Operating Profit Margin.Insurance is Pass/Fail Criteria and Midland Heart will require the following levels:-- Product Liability = 5 000 000 GBP,-- Public Liability = 5 000 000 GBP,-- Professional Indemnity = 1 000 000 GBP,-- Employers Liability = 5 000 000 GBP.Employers Liability Insurance will only be pass/fail criteria if you hire 5 or more employees.E&D contractors duty form must be signed and returned this is Pass/Fail Criteria.H&S contractors code of conduct must be signed and returned this is Pass/Fail Criteria.These assessments are carried out as pass/fail criteria as it is a requirement that Midland Heart is satisfied you do not pose a risk for us to enter into a contract with.Adjudicaciones
