The Framework will be for the advertised duration of four years, subject to the terms and conditions of tender, which include a termination option after one year and as per termination provisions set out in the tender.The evaluation of tenderers for inclusion on the Framework Agreement shall be based upon the undernoted Bid Selection criteria (but not necessarily in the order stated):-.-- Completeness of submission,-- Compliance with the "General Conditions of Contract - Framework Agreement",-- Compliance with the "Special Conditions of Contract",-- Compliance with the "Performance Specification",-- Eligibility to contract,-- Financial stability,-- Evidence of VAT Registration & Certification as to tax liability from HMRC,-- Insurance provision assessed by the Council as adequate,-- Compliance with all relevant statutory obligations (e.g. Equal Opportunities, etc.),-- A Health & Safety Policy, where appropriate, assessed by the Council as adequate,-- An Equal Opportunities Policy assessed by the Council as adequate,-- A suitable complaints procedure including escalation points,-- Supplier Capability and References.Where the Council requires to exercise its discretion by applying a minimum standard to any of the above bid selection criteria, any submission made shall be measured against the standard required of a skilled, competent and experienced contractor sufficient for the.Purposes of fulfilling the requirements of the Contract.Clarification may be sought from tenderers in order to determine whether their tender is complete, compliant and meets the minimum requirements of the Bid Selection criteria.Contracts will be awarded under the Framework Agreement in one of 2 ways: by direct call off or through a mini competition exercise.For direct call off, tenders will be ranked based on price. The tenderer offering the lowest price will be ranked in 1st position; the tenderer offering the second lowest price will be ranked in 2nd position and so on. Where a requirement arises, the Contract will be offered to the 1st ranked tenderer. Should that tenderer be unable to undertake the.Contract, the Contract will be offered to the 2nd ranked tenderer, and so on. The Council reserves the right to revisit this ranking on an annual basis and may take into account performance under the Framework Agreement in any review of the ranking, with a view to ensuring proper performance and compliance with the terms of the Contract.For mini competitions, all Contractors capable of meeting the requirements of a particular Contract will be invited to participate in a mini competition exercise. Contractors will be issued a tender document describing the specific requirements of the mini competition. Dependent on the requirement, Contracts tendered via a mini competition may be.Packaged in a variety of formats; e.g. for a specific one-off project or deliverable, or for defined service(s) delivered over a nominated period of time.
