When families do separate they should be offered the help and support required to help them work together in the best interest of their children.The Government published a Command Paper Supporting separated families; securing children's futures which set out detailed reform proposals including its vision for support services for separated families. A survey with CSA clients established that many separated parents felt that they could make a family-based arrangement if they had the right support.Many parents stated that they are unable to navigate the information and support services that are already available, even when they wish to do so. Inevitably, statutory services tend not to be flexible enough to recognise the inter-related issues that parents may need help in resolving. That is why Government wants to better coordinate the support that is available to ensure parents are able to access the right support at the right time, to better equip them to work together to deal with the effects of separation with a focus on their children's best interests.There was previously no central system to support parents to think about the whole range of issues they generally face when separating.Department for Work and Pensions (DWP) and Child Maintenance Group (CMG) are keen to learn what works best in helping separated parents to collaborate and resolve conflict in order to best support their children.DWP will provide up to GBP 14 million of funding for the Innovation Fund - Support for Separated Families, with up to GBP 3.4 million being apportioned to Round 2. Round two will fund new projects up to a maximum contract value of GBP 750,000, where delivery to participants must commence no later than the 1.5.2014 and all participants are to have completed their provision by 31.3.2015.Specific objectives for individual projects may differ, but all projects must support the two key objectives of the Innovation Fund which are to:-- Test a wide range of measurable interventions across a range of channels in Great Britain (GB) to understand what is effective in changing parental behaviour, encouraging collaboration and resolving conflict amongst separating and separated parents in the best interests of their children.-- Increase the number of children benefiting from child maintenance arrangements by helping parents to change their behaviour and work together better to financially support their children and avoid defaulting to using the Courts or statutory system.DWP will develop an evidence base of the most effective interventions across the spectrum of help and support available.Critical Success FactorsBelow are the Critical Success Factors against which the success of this Innovation Fund will be judged:-- Achieving positive outcomes to increase collaboration between separating and separated families.-- Implementing a range of interventions and support measures to understand what works best to increase collaboration between separated parents.Proposals for new interventions must be both evidence-based and measurable. Increased collaboration and resolving conflict could be demonstrated in a number of different ways, including the following:-- The measurement of relationship quality amongst separated parents (e.g. a validated measure such as the Parenting Alliance Measure).-- Separated parents establishing a joint parenting plan, for example, to show that they are working together around the educational, health and contact needs of the child.-- A private/family based child maintenance arrangement between separated parents which can be either formal (with a written agreement) or informal (without a written agreement). It could take the form of: regular payments of an agreed amount; agreed ad hoc contributions such as bill payments, holidays or school needs etc; non-financial contributions specifically for the support of children (e.g. clothes or contributing to child care arrangements)-- Other relevant measures of behaviour change.This list is not exhaustive. DWP would expect other appropriate measures to be highlighted by prospective bidders and contracts will be closely managed to ensure that management information is being collected and robust evaluation is being undertaken.DWP has awarded 7 contracts in Round 1 and anticipates that there will be between 5 and 20 contracts in Round 2 (across both procurement lots), but precise numbers will depend on the quality and value of bids received. Please see also the Instructions for Potential Suppliers document where the evaluation criteria is set out in full.DWP welcome bids from public, private and voluntary sector organisations, either on their own or as part of a partnership with others.
