Buying entity๐ฌ๐ง City of Edinburgh Council Buying unitnot reported Publication date2018-12-21 Contest statusnot reported DescriptionThe City of Edinburgh Council is seeking to award three separate framework contracts to service the three separate lots as detailed below.Lot 1 - Garden Aid and Ad Hoc Grounds Maintenance - The City of Edinburgh Council provides a Garden Aid service to support elderly and disabled residents who qualify for the scheme and is looking to appoint a single contractor to carry out this work.The contractor must provide a regular grass cutting and hedge trimming service to all eligible Garden Aid customers at a wide range of locations. Customer numbers will be agreed with the Council prior to the commencement of grass cutting in early March each year. Additions and deletions to this list will be made at the Council's discretion. There are currently approximately 3 000 customers.Tenderers are requested to supply a price to carry out scheduled maintenance per garden according to the output specification at Schedule A1, for gardens of each size class for:-- grass maintenance and,-- hedge maintenance.Tenderers are also requested to supply hourly rates for garden aid pre-maintenance works and ad hoc grounds maintenance works consisting of small scale path, fencing, landscaping, tidy-up works and other grounds maintenance tasks as required by the Council.The Council is seeking to award a single supplier framework for the provision of Lot 1 services. The estimated value of garden aid scheduled maintenance works (grass and hedges) is approximately 500 000 GBP per annum and ad hoc items are likely to be worth approximately 100 000 GBP per annum, however volumes may vary depending on demand.Lot 2 - Neighbourhood Low Rise Grounds Maintenance Works - The City of Edinburgh Council provides a responsive service to its tenants living in housing estates managed by 6 Neighbourhood Teams.The service involves reactive work on the Council's Housing Revenue Account land including the provision of grass tidying & cutting, ground works, small scale fencing, hedge & tree cutting/clearance, litter picks and dirty work services.The contract shall involve dialogue and site visits for works with the 6 Neighbourhood Property Teams and the completion of works to agreed routine and emergency timescales.The Council is seeking to award a single supplier framework for the provision of Lot 2 services. The estimated contract value is 150 000 to 175 000 GBP per annum and it is anticipated that work packages will typically range between 100 and 1 000 GBP. The volume of work shall vary depending on the season and service demands.Lot 3 - Forestry and Aboricultural Works - The Council is looking to appoint four framework contractors to carry out tree works at a variety of locations over the next four years. The Council intends to appoint four framework contractors who will be invited to bid via mini-competition for packages of planned tree work as and when it is identified over the duration of the framework contract. The four contractors must also be available outwith normal working hours in order to assist the Council in undertaking emergency tree works in the event of storm damage or other unplanned events.The tender process will rank the four successful contractors based on their submitted rates to determine the order in which they will be offered lower value tree works (under 2 000 GBP) on a simple quotation basis and also to determine the order in which out of hours work is offered.The Council is seeking to award a four supplier framework for the provision of Lot 3 services. The estimated contract value is 100 000 to 200 000 GBP per annum and it is and it is anticipated that packages of planned work are expected to be between 2 000 and 50 000 GBP in value.
