A track record in submarine PWR radiochemistry would be highly desirable, as would collaborative links with the National Nuclear Laboratory (NNL). Two research areas are to be pursued: 1. A detailed understanding of the surface chemistry of mixed metal oxide layers and their ability to accommodate zinc ions under certain pH (and anaerobic) conditions is required, together with complementary modelling and 2. Assessing the impact of such zinc addition processes on the ion exchange (IX) column performance within primary circuits needs to be addressed. This research theme would need to consider thermodynamic speciation of ions under appropriate anaerobic conditions, evaluate uptake on IX resins and model the findings. The Authority envisages the research would be conducted by a recently graduated (1st or 2:1) PhD registered UK research student, engaged by the contractor, who will be supervised by academics from the contractor and the Authority/Nuclear Department. The contractor will be responsible for employing and registering the student, who would ideally be in post by October 2013. A firm experimental and modelling programme will be developed, to the satisfaction of the Authority/Nuclear Department that will involve the student spending equal time with both the contractor and the Authority/Nuclear Department over the three academic years. The MOD intends to progressively migrate its transactional purchasing activity to electronic purchasing using the Purchase to Payment (P2P) system operating over the Defence Electronic Commerce Service (DECS). All tenderers must state in their expression of interest response(s) that they are able or willing to trade via P2P. This will be regarded as a compliance issue when tender responses are evaluated.
