Waste sources include that generated by the repair, maintenance and refurbishment of council properties as well as materials from the clearance of council properties. Waste material is produced by a range of trades people and accepted at a number of locations within the city including the Waste transfer Station at the Councils Villiers Road site. Waste is also generated by the collection of street litter and fly tipping and shredded green waste from the management of parks and open spaces. Suppliers tendering for Green waste disposal must ensure that material is composted on an E.A. licensed composting site. Other sources of waste may be added to this contract. The council requires a service provider to supply suitable skips for the deposit of waste and transfer to suitable licensed disposal sites; for some waste streams the requirement may be for transport only. The service provider will be expected to work proactively with the council to maximise recycling and reduce the amount of landfill. Along with excellent service provision and Health and Safety record trained drivers are expected as standard including ADR for drivers of hazardous waste. The contract will be split into a number of lots, tenderers may bid for any or all of the following lots: Lot 1 General. -- inert, -- general waste, -- general waste compacted, -- glass, -- plasterboard, -- non combustible waste/ litter. Lot 2 Asbestos. -- fibrous asbestos, -- bonded asbestos. Lot 3 Scrap metal. Lot 4 Green waste and compost. The contract will be for 3 years with the option to extend for 2 further 12 month periods. The council reserves the right to conduct an e-auction following tender submission. The Contracting Authority reserves the right to use a reverse auction. Whilst every effort has been made to consider the full scope of the requirement the Contracting Authority does not guarantee the volume of supplies/service/works required resulting from this tender or that it will accept any tender on completion of the tender exercise. In the interests of efficient public procurement, the contracts will be accessible (by agreement) to other Local & Regional Authorities within Hampshire. These will consist of District, Unitary and Borough Councils within Hampshire and other neighbouring counties, members of the Central Buying Consortium (CBC) as listed here http://www.cbconline.org.uk/index.htm and members of Improvement and Efficiency South East listed here http://www.southeastiep.gov.uk/homep.asp?PageRef=1.
