These included a new 'Innovation Fund' of up to PS30 million over 3 years from 2012 to support social investment projects. The projects will support disadvantaged young people and those at risk of disadvantage. The Innovation Fund (IF) is being commissioned via two rounds. The first round of the IF focused on 14-24 year olds and provision commenced in early 2012. The second round, which focuses on disadvantaged young people, and those at risk of disadvantage, aged 14 and 15 years, with the aim to reduce prospects of them being or becoming long term NEET (Not in Education, Employment or Training.Innovation Fund Round Two projects will engage disadvantaged young people when they are 14 or 15 years of age. Projects can work with these young people for up to three years and claim outcomes during this period.Targeting 14 and 15 year olds is a preventative measure, aimed at reducing the number of young people that go on to become long term NEET at age 16 years and above. Data from Quarter 2, 2011 Labour Force Survey (LFS) put the number of 16-17 year olds Not in Employment, Education, or Training (NEET) at 95,000 in England and 169,000 in the UK. For 18-24 year olds, the equivalent figures are 885,000 in England and 1,229,000 in the UK. For most young people, being NEET is a temporary state - in the two years after completing compulsory education, just over one in six young people is NEET at some point, but only one in twenty-five are NEET for 12 months or more.Round Two of the Innovation Fund aims to support the most disadvantaged young people in society, including those in gangs, and it is expected bids will focus on innovative ways of addressing the issues and barriers that make young people more at risk of becoming long-term NEET.Evidence shows that whilst the experience of a single disadvantage can create difficulties for young people, multiple disadvantages can interact and exacerbate one another, leading to more harmful and costly outcomes for both the young person and society as a whole. Some of the most vulerable groups of 14 and 15 year olds include the following:-- Young people in gangs-- Carers (either for their own child or others, and pregnant young women)-- Young people who are Gypsy, Roma or Traveller-- Homeless (rough sleepers; living in women's refuges, hostels, friends/relatives floors)-- Looked after / in care / care leavers;-- Refugees or former asylum seekers who have been granted Refugee Status, Indefinite Leave to Remain, or Humanitarian Protection;-- Substance misusers; those who are supervised by the Youth Offending Team;-- those with Mental health issues;-- those with family issues - receiving support from family intervention projects, or a parent or sibling in custody or with substance misuse issues.Disadvantaged young people are a very diverse group with a variety of different needs. A range of risk factors are associated with a greater risk of becoming NEET, including low educational attainment, truancy, exclusion, teenage parenthood and having a learning difficulty and/or disability.Adjudicaciones
