Demolition of the building is not included in this project.1.1 The buildings date from the late 1950s and are now redundant. The buildings contain large quantities of asbestos, (typically found as pipe-lagging, gaskets, and insulating board and as insulation within items of plant and services equipment). Some of the buildings may be heavily contaminated with uranium-bearing residues.A significant proportion of the work will require the decommissioning contractors' personnel to wear additional personal protective equipment (PPE) and respiratory protective equipment (RPE) to ensure their safety.1.2 The building is sub-divided into three buildings:-- Housed offices, changerooms, tea bars, toilets, stores and workshops;-- Electricity substation. This contains switchgear, power transformers and control panels;-- The remainder of the building contains a significant quantity of bespoke plant and equipment items, some of which are heavily contaminated with oil.The overall dimensions of the main building are approx. 175 m long x 80 m wide x 10 m high (Note! building height varies from approx. 4 m to 10 m high).There are a number of small associated buildings and plant items which are also to be decommissioned as part of this work, e.g. Brick-built ex-Oil store, a Fibreglass-clad steel structure linked via an access gantry, Clean and Dirty Oil Stock Tanks and associated bunds, etc.1.3 The 'Phase I' Decommissioning scope of work includes:-- Strip-out of all plant and equipment and services equipment and associated services installations to leave a building shell. Services installations include input and extract air ventilation systems, associated filter-houses and stacks and roof mounted fans, steam, condensate, oil, citric acid, trichloroethylene, and CO2 gas pipework systems etc. and electrical power, lighting, fire alarm and voice/data communications systems and equipment;-- Initial segregation of all removed materials by "Go/No-Go" radiological check monitoring for radioactive contamination;-- Manual disassembly of large plant and services items to enable radiological check monitoring of all surfaces;-- Cold-splitting of all pipe work and enclosed metal sections less than 60 mm internal diameter to expose internal surfaces for cleaning and monitoring;-- Secondary decontamination of plant and equipment, by means of jet-washing at a site facility located approx. 300 metres away from the building;-- Post jet-washing "Go/No-Go" radiological check monitoring for radioactive contamination and further size reduction;-- After check-monitoring by appointed Monitors, loading of all materials into skips for disposal at approved disposal facilities;-- Loading radiologically-contaminated residues into approved containers for subsequent processing.1.4 Phase II decommissioning includes:-- Significant cleaning work to all the building surfaces of the main building and the associated buildings and, following check-monitoring by SFL Monitors, all necessary remediation work to ensure that all radiological contamination is removed to prepare the building for future demolition by others;-- Loading radiologically-contaminated residues arising from cleaning and remediation work into provided containers for subsequent processing.1.5 General.During the decommissioning works the contractor shall:-- Include for routine cleaning to maintain the buildings in a safe, tidy state;-- Appoint an HSE-approved asbestos removal contractor to carry out safe removal of all asbestos and asbestos containing materials.
