Entidad compradora🇬🇧 Kent County Council Unidad compradorano reportado Fecha de publicación2013-10-23 Estatus del concursono reportado DescripciónKent County Council (the Council) is the largest local authority in England covering an area of 3 500 km2. It has an annual expenditure of over 1 000 000 000 GBP on goods and services and a population of 1 300 000 m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council consists of four operational directorates (education learning and skills, families and social care, customer and communities, enterprise and environment) and 1 service directorate (business strategy and support). This requirement is for the Longfield Road Improvement, North Farm Contract within the Enterprise and Environment Directorate. North Farm is a substantial commercial, shopping and strategic employment area within the Borough of Tunbridge Wells. Primary access is from the A21 along Longfield Road -- a single carriageway link road that was built in 1977. The expansion and popularity of North Farm has put Longfield Road under considerable pressure with considerable delays during peak periods and at weekends. Some 300 businesses are affected and future development opportunities are at risk. A scheme to improve Longfield Road to a dual carriageway standard together with improved junctions has been developed. There is considerable support from the business community for the implementation of the scheme and a number of landowners have dedicated small strips of land to enable the scheme to go ahead. A bid to the Department of Transport for Local Pinch Point Funding was successful and on 22.3.2013, the Transport Secretary announced that funding had been allocated to the scheme. The key features of the project include: Improvements to the existing single carriageway along Longfield Road between the existing Dowding Way Roundabout and existing A21 Roundabout, approximately 0.9 km in length; Widening the existing single carriageway to a dual carriageway with flexible construction, consisting of 3.5 m wide running lanes, with a raised 1.5 m central reserve between junctions; Provision of pedestrian and cycle facilities consisting of a 2.5 m wide shared route along the south side of Longfield Road from the A21 to the west side of Kings Standing Way, and then crossing to the north side of Longfield. Road to continue through the Great Lodge Retail Park junction to the Dowding Way roundabout. Diversion of major services. Decommissioning of existing signal controlled junctions. Construction of small retaining walls to account for the cross sectional level differences at the highway boundary and to minimise the impact on the adjoining land. Provision of new drainage system, mixed with the utilisation of the old system in parts and with traditional gully catchment. Provision of earthworks subsoil drainage improvement works beneath widened embankments. Provision of new street lighting throughout, placed within the raised central reserve except at junctions. Provision of soft landscaping works including tree planting. Provision of new traffic signals for pedestrian / cycle crossings. Provision of associated signing and lining.
