Its primary role is to meet national, defence and civil requirements for navigational and other hydrographic information in the most efficient manner.It delivers 'value' to the taxpayer in two key ways:i) Providing crucial operational support to the Royal Navy, and providing key services to other public sector bodies; andii) Generating increased financial value from trading profitably in international commercial markets.After 200 years of market stability, the Authority finds itself in the middle of a market transformation most obviously characterised by the transition from paper to digital products. The Authority is seeking to establish a framework with one or more supplier(s) to provide third party support to maintain its existing and future product offerings and to transform its products and services in a cost effective way as it transitions to the provision of digital services. As part of this framework agreement the Authority is also seeking to develop capability with third party suppliers by dividing work, where possible, amongst suitably qualified third party suppliers and thereby mitigate supply chain risk, improve economic sustainability and lower costs.The framework agreement will be split into a series of lots as defined below and work will be apportioned on the basis of (i) capability as demonstrated in the Invitation to Tender (ITT) exercise, (ii) capacity and (iii) value for money as demonstrated in the ITT exercise. Where it is not possible to determine the best supplier from the ITT, the Authority will seek to run a further competition amongst all capable suppliers in a particular lot.Each lot is subdivided into specific labels. The aim of these labels is to further classify and inform the determination of which suppliers have the relevant skills and capability at the ITT stage, and to therefore inform decisions when apportioning work. Each label is scored independently out of a total of 100. It is entirely possible that suppliers may bid, or be found suitable for only one label within a lot. Equally, a supplier may have the skills and experience to be present on many or all labels and lots.Bidders are advised that the ITT will include sample tasks for most labels, the completion of which will aid selection based on technical capability. If you are considering bidding for multiple labels and lots, this should be borne in mind, as you will be completing tasks for each label you bid for.Currently some potential work envisaged under some labels is included as possible future requirements during the lifetime of these frameworks only. It is the Authority's intention to move towards usage of Third Parties for provision of these requirements during the life of the framework agreement, however there is no guarantee that this will happen. Weighting of the (i) immediate requirements as they relate to (ii) desired and planned possible future requirements has been apportioned accordingly.Lot 1 - Development of New Products & Services.This lot is concerned with the research into and development and improvement of data services and the creation and maintenance of data solutions for internal and external users. The primary focus for this lot is the creation of new products and services, and/or new or improved methods of producing, delivering and/or supporting products and services. These services, products and solutions may include, but are not limited to: manipulation, interrogation, management and display of information; designing, prototyping, modification, integration and/or data services with or integration into online or web-based delivery systems.It is envisaged that development activity may include short research and development tasks and consultancy and advice services relating to any of the above. This lot is not concerned with development and delivery of final Production systems or IT software solutions.Outputs from this lot may be used to inform requirements and task suppliers under other lots or other contracts.Suppliers will be expected to work with the Authority and any other third party supplier the Authority may appoint during the life of the framework agreement.Lot 2 - Data Management.This lot is concerned with the provision of services that enable the Authority to manage data holdings to facilitate publication of data in multiple formats. Tasks may include but are not limited to data ingest and, related to that, information and data assurance. This lot may involve ingest of or provision of services originating in Lot 1.Data which may need processing under this lot includes, but is not limited to: source material from foreign government charts, notices to mariners, bathymetric surveys, mapping, imagery, textual documents, magnetic and tidal models, geodetic and tidal data and it may include ingest or processing into the Authority's Source Data Receipt and Assessment (SDRA) and Hydrographic Database (HDB) systems.Possible requirements under this lot include, but are not limited to the following: maintenance of data and metadata in existing forms and formats; improvement, harmonisation and/or migration of data and metadata to different or future formats or platforms; the storage, upkeep and extraction of data in ways that allow the best use of data in value added services to users/consumers of data. Currently the Authority's principal data storage and processing systems are SDRA and HDB systems, but the activities listed would apply to both these systems and any other of future systems.The scope of this lot also includes advice and support services relating to any of the above.Outputs from this lot may be used to inform requirements and task suppliers under other lots or other contracts.Suppliers will be expected to work with the Authority and any third party supplier the Authority may appoint during the course of the framework agreement.Lot 3 - Production & Maintenance of Existing Products & Services.The Authority requires third party capability to assess and reuse incoming source data in compilation, verification & validation, production and enhancement of its existing and future products and services (including supporting processes). Currently the Authority produces a range of products and publications including Notices to Mariners (NMs), paper nautical charts, Additional Military Layers (AML), Admiralty Vector Chart Service (AVCS), Sailing Directions, Admiralty List of Lights and Radio Signals; however the scope of this lot encompasses all of the above and any future products, services, layers or overlays. Capability is sought in the production and maintenance of the above.The scope of this lot also includes advice and support services relating to any of the above.Outputs from this lot may be used to inform requirements and task suppliers under other lots or other contracts.Suppliers will be expected to work with the Authority and any third party supplier the Authority may appoint during the course of the framework agreement.Adjudicações
