DFID, the Norwegian Embassy and Irish Aid wish to appoint a Service Provider to support Monitoring and Evaluation (M&E) of their Enhancing Community Resilience Programme (ECRP) in Malawi. The Service Provider will: develop and implement an M&E framework; provide M&E support to ECRP implementing partners; review ECRP project proposals and progress; conduct evaluations; and disseminate lessons learnt. The Contract will run from mid 2011 to mid 2016. The scope of work might be expanded, at a later stage, to include provision of Technical Assistance on climate change policy and programming to government and non-government partners. The ECRP aims to increase the resilience of around 1.2 million vulnerable Malawians to climate variability and change by scaling up community based disaster risk management and climate change adaptation programmes of Non-Government Organisations - including: disaster preparedness; livelihood diversification; agriculture production; village savings and loans; natural resource management; small scale infrastructure; and sustainable energy resources.Awards
