Arts Council England, a registered charity, is the national development agency for the arts in England, distributing public money from central government and the National Lottery through a national network of offices. Between 2011 and 2015, we will invest 1.4 billion GBP of public money from government and a further 0.85 billion GBP from the National Lottery to create these experiences for as many people as possible across the country. From 1.10.2011, the Arts Council will take over a number of the functions relating to museums and libraries following the closure of the Museums, Libraries and Archives Council (MLA). Funded from the proceeds of the National lottery, capital investment is part of our core business of arts development and typically supports organisations that are in receipt of revenue funding through our national portfolio funding. Our capital investment in individual projects varies in scale but is typically in the region of 100 000 GBP to 5 000 00 GBP. We currently have a portfolio of 40 capital projects with grants in excess of 500 000 GBP. These are at all stages of the design and construction process. We have budgeted 200 000 000 GBP over the next four years from the National Lottery and our new capital investment will be available for applications in the autumn 2011. The Arts Council has nine regional offices where our relationship managers lead the day-to-day relationship with arts organisations including the delivery of small scale capital grants below 500 000 GBP. The Investment team, located in Head Office, provides general advice and overview to support delivery of capital investment across the organisation. Assessment and monitoring of large scale capital grants is managed by the Investment team in Head Office, with the support of external construction advisors. This team, along with our appointed construction advisors work closely with relationship managers and senior managers in each region. As an organisation Arts Council England employs over 450 individuals spread across its national network of 9 offices. The estate of the organisation comprises over 15 titles, held as a mixture of short and long-term leases and freehold titles. As part of our commitment to our staff and the evolution of the organisation's efficient delivery in support of the arts in England, we have a rolling programme of capital investment projects within our own estate. These projects are planned and controlled by a small property team at the National Office, with the support of external property advisors. Purpose/objectives: Arts Council England, in the discharge of its duty to distribute part of the proceeds of the national lottery allocated for the purpose of promoting the arts in England, intends to appoint a panel of appropriately qualified professional consultants to work with its Investment team. The intention is to deliver construction advice to both the Investment team and regional offices on its capital investment. This includes supporting the assessment and monitoring of our funded projects from detailed design stages through to completion to ensure that funds allocated by the National Lottery are used only for grant funding purposes. This requirement is referred to as "lot 1 capital construction advisors". In recognition of the forthcoming estates changes Arts Council England intends to appoint an appropriately qualified professional advisor to provide direct project management, quantity surveying, construction advice and CDMC services. This requirement is referred to as "lot 2 property construction advisors". The Arts Council is therefore looking to procure two lots of construction advisors to serve the 2 related but distinct functions of construction advice for funded projects and direct professional services. Tenderers may submit proposals for both lots 1 & 2. However, proposals must be submitted separately, clearly indicating which Lot they refer to. Any proposals will be evaluated against the criteria stipulated for that specific lot. Common instructions for lot 1 and lot 2. Current status. The Arts Council currently holds a framework for the provision of construction expertise and this is due to expire on 31.3.2012. The organisation is looking to appoint a new framework of advisors, to replace and revise all previous agreements and appointments. The scope of service and level of funding available for capital investment may increase or decrease. The scope of work available under the framework will be reviewed annually against the Arts Council's available financial resources.Adjudicaciones
