Entidad compradora🇬🇧 National Records of Scotland Unidad compradorano reportado Fecha de publicación2014-11-12 Estatus del concursono reportado DescripciónThe Scottish Ministers (the Authority) are seeking to establish a national Digital and Technology Services (DATS) Framework Agreement.The key aim of the DATS framework is to provide Scottish public sector and third sector bodies (Framework Public Bodies) with one-stop access to a commercial arrangement for the purchase of a suite of digital and technology services.The DATS Framework Agreement will form part of a wider portfolio of ICT Services Frameworks available to Framework Public Bodies.Service delivery:The DATS Framework Agreement is intended to deliver a diverse range of digital and technology services to Framework Public Bodies. The DATS Framework will support a wide and extensive range of projects of differing sizes, levels of complexity, value and risk.The Contractor will be required to develop, implement and manage digital and technology services which may include bespoke and standard commoditised solutions and the use of open standards. It is likely that no two requirements under the Framework Agreement will be the same in terms of scale or scope and each Framework Public Body or collection of bodies, will have its own specific requirements and needs in terms of budget, service delivery, technical outputs and sustainability outcomes.The Contractor will be required to provide services to Framework Public Bodies throughout Scotland.Description of services to be provided:The contractor will be required to provide digital and technology services which meet the current and future needs of the Scottish public sector. The services to be provided under the Framework Agreement will be extensive and wide ranging and no two projects are likely to be the same. Projects may range from the delivery of service desks, transformational digital/ICT projects, service/system integration, product support, network support etc. to large scale fully managed projects covering a diverse range of IT services.Some of the key (but not limited to) service delivery areas are likely to include; ICT Project and Programme Management, Cyber Security, Digital Services, Service Integration and Management (SIAM), IT Consultancy (Advice and Strategy) and Systems Integration. This is not intended to be an exhaustive list but at a high level illustrates the range of potential services which may be required.The framework agreement will be available for use by the Scottish Ministers (including Agencies), Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998, the Scotland Office, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994, the Scottish Fire and Rescue Service, the Scottish Police Authority, Scottish health boards or special health boards, bodies registered as social landlords under the Housing (Scotland) Act 2001, Student Loans Company Limited, the Forestry Commission, the Commissioner of Northern Lighthouse operating as the Northern Lighthouse Board, Equality and Human Rights Commission, Business Stream Ltd, the Business Gateway National Unit at the Convention of Scottish Local Authorities, further or higher education institutions being fundable bodies within the meaning of section 6 of the further and Higher Education (Scotland) Act 2005, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.
