Please note that Bidders will be able to access the ITT documents and details are provided in the PQQ available at www.echelonconsultancy.co.uk/eDocs 'Sutton Housing Partnership' ('SHP') is responsible for council housing in Sutton, an Arms Length Management Organisation which owns and manages housing for over 6 500 council tenants and 1 500 leaseholders. SHP places a focus on client satisfaction and aims to be in the upper quartile for its peer group. SHP is looking to manage the on-going servicing, repairs and maintenance of its domestic heating systems ('the Programme'). This shall include servicing and repair of communal heating systems and the inspection and testing of water tanks and related remedial works for all stock in the SHP portfolio. Installation of replacement heating systems are also required on the basis of a 15-year life-cycle. SHP is inviting expressions of interest from suitably qualified and experienced service providers to deliver the Programme. The successful service provider will be expected to deliver safe, well-led and effective services to service users, and work in partnership with SHP and shall pursue a partnered solution to choice of boiler, guarantee (including delivery) which can be shared with SHP's reinvestment partners in delivering the fuel switch and upgrade programmes. SHP are considering whether to deliver the Programme via a 3* or a 4* service. Accordingly, tenderers will be asked to provide two prices as part of their tender submission, one for a 3* and one for a 4* service. SHP will evaluate all prices submitted for 3* and 4* service in a single evaluation, in accordance with the criteria set out in the tender documents. The contract will be awarded to the highest individual score submitted, whether for the 3* or 4* service. If the winning score is for a 3* service, the contract will be for 3* service; accordingly, if the winning score is for a 4* service, the contract will be for 4* service. The contract is to run for an initial term of 5 years with an option at SHP's sole discretion to renew the contract for a further 5 years, giving a total potential of 10 years. The total annual value of the contract excluding VAT is estimated to be 1 611 000 GBP and the component parts are as follows: -- Domestic servicing and in risk 570 000 GBP; -- Domestic out of scope work 50 000 GBP; -- Domestic boiler replacement based on 10 % 816 000 GBP; -- Commercial servicing 55 000 GBP; -- Commercial repairs 40 000 GBP; -- Communal tank inspections and legionella samples 45 000 GBP; -- Communal tank repairs 20 000 GBP; -- Electrical servicing programme (smoke detectors and storage heaters) 15 000 GBP.
