DFID wishes to appoint a service provider (SP) to support its Federal Public Administration Reform (FEPAR) Programme in Nigeria. The FEPAR Programme aims to deliver improvements in the performance of the federal public service, and therefore the services it delivers. It will do this through support to central civil service and public financial management agencies, through reforms in areas including budget preparation and execution, human resource management, and strengthening service delivery processes. The SP will provide technical/advisory assistance, day-to-day management support and oversee implementation of this DFID funded programme (GBP25m) in Nigeria. The contract will be for 5 years (including a 6 month inception phase) and is expected to start in August/September 2010. Full implementation will be subject to DFID's approval of the inception phase deliverables including forward work plans for the remainder of the contract. Supporting services for the government.
