Most of the tenancies are part of an in-house service, but 10 are currently operated by Choice Support Ltd, following an out-sourcing exercise carried out in 2007.In common with most other Councils, Stockport is committed to remodelling its service delivery to allow for greater choice and control by service users, and to create a culture of increased independence. Personal Budgets are being introduced across all service areas, and it is hoped that eventually a fully person-centred personalised model can be achieved. However, the Council recognises that this is a very significant change, and could take some time, especially for existing people who use services who are used to traditionally commissioned services. Consequently, the Council wishes to create a framework agreement to allow it the ability to issue mini-tenders for single or multiple tenancies for those people who wish to delegate their choice to it.In addition to the framework, the Council intends to issue a simultaneous invitation to organisations who are successful at the Pre-Qualification Questionnaire (PQQ) to submit bids for the 10 tenancy service currently operated by Choice Support Ltd. Full details of this will be issued at the ITT stage, but it is made clear here that i) the current contract has come to its end following an extension, and this exercise in no way infers any dissatisfaction with current service delivery, and ii) the Council is of the opinion that the provisions of TUPE will apply to any contract which supersedes that with Choice Support Ltd.This Framework will be awarded for 3 years with an option to extend for up to an additional 1 year. It is intended that the Framework will commence 14.1.2014In addition to places on the Framework, the Council is also awarding the following work under contract in this process:The delivery of a Supported Living Service to People with Learning Disabilities in 10 tenancies across Stockport. This is currently being provided by Choice Support Ltd. This contract will start on 14.1.2014, and will be for 3 years with an option to extend for up to an additional 1 yearThis work will be contracted to one provider.Tenderers should note that although this framework is to be used and required by Stockport Metropolitan Borough Council, this framework is open to and may be used by other Association of Greater Manchester Authorities (AGMA); this includes the following Councils, Manchester, Bolton, Tameside, Oldham, Trafford, Rochdale, Bury, Salford, and Wigan.Please note this is a voluntary notice as the services being procured are those listed as Part B services in schedule 3 of the Public Contract Regulations 2006 as amended and as such the procurement process will not be subject to the full extent of these regulations.Adjudicaciones
