The Programme includes the following elements and is provided in line with, but not limited to, the national service specification no.22 (as amended): Clinical Leadership, Programme Management, Administration of the Programme (including Identify the cohort, Inform and invite subjects and Inform subjects of results), Screening Test (Digital Image Capture), Grading of Digital Images, Surveillance (Slit lamp Bio-microscopy, Digital Surveillance in line with national guidance, Initially Excluding Ocular Coherence Tomography (OCT) although the scope may be extended to include this during the contract term; see Memorandum of Information (MOI) document for details), Ophthalmology Referral (diagnose, treat, intervene, outcome), Failsafe including Referral, Internal Quality Assurance, Transfer of and Discharge from Care Obligations, Service equity analysis and response, Maximise equity, population coverage and uptake. The screening programme will operate a 12 month screening interval. The above list is not exhaustive. The procurement was be divided into 6 Lots, co-terminus with the London Clinical Commissioning Group (CCG) Strategic Planning Group (SPG) areas; North West London, North East London (East), North East London (West), South East London, South West London and North Central London. The new service will have a start date of 1.11.2015. The contract will be for a term of 5 years (60 months) with the option of extending the term for 2 years (24 months) i.e. a maximum contract duration of 7 years (84 months). A London Tariff was developed for application to this service. Given the variables around prevalence and screening activity/uptake it is not possible to accurately calculate the total expected contract value. The Contracting Authority estimates the maximum total contract value for all 6 Lots combined to be up to 111 000 000 GBP (Ex VAT) for the full (extended) 7 year contract; this figure includes projections around population growth and growth in diabetes prevalence and assumes 100 % uptake for the life of the contract (it therefore represents the maximum value, actual contract values will be lower). Should OCT be added in the future (an option as outlined in the original advert and during the tender) this contract value could increase by approximately 15 %. For the avoidance of doubt, all figures shown in this document (including the contract values outlined in Section V) reflect the above-described maximum contract values, not actual or expected contract values as these will be dependent on subsequent activity levels. No revenue guarantees will be offered and the contracted Provider/s must take the commercial risk on screening activity levels. The procurement process followed was based on a Restricted process as a template. The healthcare services to which this tender relates fall within Part B of Schedule 3 to the Public Contracts Regulations 2006 (the Regulations) and Annex II B to Council Directive 2004/18/EC. Neither the publication of the advertisement, the inclusion of a Bidder selection stage nor the use of the term "Pre-Qualification Questionnaire nor any other indication (including any statement in this correspondence) shall be taken to mean that the Contracting Authority intends to hold itself bound by any of the Regulations, save those applicable to Part B services. However the Contracting Authority used best practice and the tender process went through a Standstill period prior to publication of this award notice.Adjudicações
