Please see the framework information document (to be provided with the pre-qualification questionnaire) for further details of the required constituent parts that will be deemed to form a system.Bidders will be expected to incorporate innovations within the products supplied over this life of the framework.The Contracting Authority has up to 400 commercial and up to 3,000 domestic buildings that may be suitable for the installation of the pv panels. The installations must be eligible for guaranteed Feed in Tariff (FIT) and Generation Tariff that were introduced by the UK government under the clean energy cashback/feed in tariff scheme. The project is subject to the FIT payments continuing at favourable rates, the Contracting Authority's return on investment remaining attractive and the Local Distribution Network Operator accepting the proposed scheme.The framework will be for an initial period of 2 years from the award of contract, extendable for up to a further 2 year period.The framework will be arranged into 3 lots of geographical areas of Shropshire:1. North;2. Central;3. South.It is intended to have up to a maximum of 3 contractors for each area accepted onto the framework.The initial award (Phase 1) under the framework will be awarded to the highest scoring providers invited onto the framework for each of the 3 geographical areas and will be commissioned immediately following the commencement of the framework. The award of additional phases of work will be subject to further competition between framework contractors for each area.Please note the Contracting Authority can not guarantee the overall quantity or value of the requirements.The Contracting Authority will seek to ensure the following outcomes through its appointed Provider(s) supply chain arrangements:Consistent, seamless customer engagement and satisfaction monitoring throughout the installation process;Quality assured, MCS accredited, secure PV installations, which maximise the Kilowatt hours (KWh) of electricity produced per pound spent at each installation site;System designs will be expected to be designed to deliver a minimum of 825 kilowatt hours per annum per kilowatt of installed PV.Flexible supply chain arrangements which can adapt to the evolving nature of the project;Incorporation of the technical innovation, which characterises the energy efficiency and renewables sectors;Creation of work placement, training and employment opportunities for Shropshire residents, in particular those from disadvantaged groups and/or areas;Accessibility of sub-contracting opportunities to local, small and diverse suppliers;Carbon emissions reductions via resource, operational and transport efficiency;Minimisation of environmental impacts throughout the supply chain through packaging minimisation, effective waste stream management and the use of recycled content products, labour standards and health & safety assurance throughout supply chain.The Contracting Authority is keen to support and promote energy efficiency measures at all times and the employment of carbon emission reduction technologies. To that end the Council would anticipate and expect the Provider(s) to be proactive in extending the application of solar PV systems to the wider populous of Shropshire, including private sector landlords and private residents, and facilitate beneficial arrangements to these groups with respect to applications from them for installations.This framework is open to be used by the following other organisations who may utilise the framework agreement to call off supplies and services of the type described above:Telford & Wrekin Council;Shropshire & Wrekin Fire Authority;Town Councils in Shropshire;Parish Councils in Shropshire;Community Associations in Shropshire;Voluntary Sector organisations in Shropshire;West Midlands Ambulance NHS Trust;Severnside Housing Association;South Shropshire Housing Association;Meres & Mosses Housing Association;West Mercia Police in Shropshire.And any further local authorities, public sector bodies, community associates and housing associates in the UK.Applicants may apply to tender for any or all of the lots detailed in this notice.Adjudicaciones
