The army holds an agreement with the Skills funding Agency of England (SFA) to provide a grant towards funding the delivery of apprenticeships and other work-based learning qualifications to soldiers as part of their continuing professional development. The Army has placed contracts to provide SFA funded apprenticeships and other work based learning qualifications for every arm or service within the army. This particular requirement is for the provision of business support services to manage the SFA funded requirements and SFA contract. It should be noted that the continued delivery of this requirement is wholly dependent upon the continued availability of SFA funding. SFA funding is provided on an annual basis and any resultant Contract which may arise from this requirement would be let on the basis of one year certain, with 4 further optional one year periods or part thereof, commencing 1.8.2011. The successful contractor will be required to support HQ DETS(A) in the management of the Army Apprenticeship programme. This will include but not be limited to the provision of:-- All aspects of data management at the contract level, production of standard and bespoke reports,-- Provide helpdesk support on ad hoc queries to Arm & Service Directorates, Army Education Service stakeholders and Training Providers,-- Plan and Manage MIS enhancements,-- Manage access to the Moodle website and Maytas database,-- Production of the army self assessment report and quality improvement plan,-- Providing advice to the programme executive on SFA/Ofsted requirements and regulations,-- Planning and forecasting the enrolment and achievement profiles for the Army based upon the requirements of each arm or service,-- Providing direct support, on all aspects of delivery, to the Arms and Services Directorates' Designated Officers responsible for day-to-day management of apprenticeship sub-contracts,-- Monitoring and managing the contract profile during the year,-- Managing the day-to-day relationship with the SFA on behalf of the Army,-- Supporting the programme executive in ensuring that army apprenticeship delivery is compliant with current government priorities,-- Supporting the programme executive in managing the technical educational procurement process for the contracting of apprenticeship delivery and MIS support,-- Support the programme executive in the development of Operating Procedures and other processes for the successful delivery of the apprenticeship programme,-- Develop, plan and deliver appropriate CPD to arms and service directorates' designated officers, training provider data staff and other army education service stakeholders,-- Support HQ DETS(A) budget manager in the management of SFA funding.To avoid a conflict of interest, potential contractors for this requirement cannot already be contracted for the delivery of any of the army's apprenticeship programme or MIS support. In addition, the contractor will be required to adhere to current and future army apprenticeships quality standards and processes. All army apprenticeships standard operating procedures, guidance notes and other quality requirements will be issued as part of any ITT issued for the requirement. The successful contractor will be required to adhere to current and future Army requirements for the protection of data. In addition, during the lifetime of this requirement there is a possibility that the business support workload may be increased to manage other non-apprenticeship SFA funded activities which are currently being developed between the SFA and DETS(A). If these developments come to fruition it is expected that the funding will be drawn down through the army's existing SFA agreement and therefore, the similarities and crossover with responsibilities will mean that the successful business support provider could be best placed to manage this additional non-apprenticeship workload.
