It has headquarters in London and Glasgow and professional advisers and staff around the UK and in more than 100 countries worldwide. It brings together the export development and inward investment work of its parent UK Government Departments, The Department for Business Innovation and Skills and The Foreign and Commonwealth Office. UKTI works with UK-based businesses to ensure their success in international markets through exports. We encourage and support overseas companies to look at the UK as the best place to set up or expand their business. UKTI is responsible for: -- international trade and investment; -- helping UK companies achieve their potential overseas through exporting; -- encouraging investment in the UK by overseas businesses. UKTI's priorities are to: -- give more support to medium-sized businesses; -- give better support to small companies wishing to export; -- strengthen our efforts in high growth markets; -- maximise the UK's export potential where we have a free trade agreement; -- secure export-oriented foreign direct investment; -- accelerate exports through online channels (e-exporting programme); -- help to put in place the government's long-term strategy for economic growth; -- increase our reach by working closely with more partners. UKTI is seeking contractors to provide UKTI trade services and any associated European Funded international trade projects in the 9 English regions. The duration of the contracts to be awarded will be 5 years, with the option on the part of UKTI only to extend by up to a further 1 year. For the purpose of this tender UKTI will be inviting bids against the following 9 Lots, comprising each of the 9 current regions indicated below with estimated value of each contract: -- Lot 1 -- South West 9 580 000-25 550 000 GBP; -- Lot 2 -- South East 14 290 000-38 100 000 GBP; -- Lot 3 -- London 11 740 000-31 320 000 GBP; -- Lot 4 -- East of England 10 260 000-27 760 000 GBP; -- Lot 5 -- East Midlands 6 880 000-18 360 000 GBP; -- Lot 6 -- West Midlands 11 815 000-31 500 000 GBP; -- Lot 7 -- North East 5 490 000-14 640 000 GBP; -- Lot 8 -- North West 11 140 000-29 700 000 GBP; -- Lot 9 -- Yorkshire and Humber 9 780 000-26 080 000 GBP. Contractors may bid for one or more Lots and should clearly state the Lots for which they wish to bid. The values estimated reflect the core funding provided by UKTI to delivery contractors to deploy trade advisers to deliver UKTI services. The lowest value in the range reflects the lowest amount of funding under the existing contract arrangements. The highest estimated value reflects the amount UKTI considers might be required to deliver if a range of potential initiatives come to fruition, e.g. embedding digital advisers into UKTI's regional teams to support e-exporting activity and facilitating regional engagement with developing overseas business networks. However, organisations expressing an interest in qualifying for this work need to be aware that: 1) UKTI currently has a confirmed budget allocation only for 2015/16; 2) Future levels of funding for this contract will be subject to future Governments continuing to fund UKTI; 3) Future funding levels for these contracts will depend on UKTI continuing to fund a regional ITA network. The contract would be let by BIS. The services being procured are classified as Part B Services under the Public Contracts Regulations 2006. Accordingly, the publication of this contract notice is not mandatory in respect of these services. Neither the issue of this contract notice, the pre-qualification questionnaire, the invitation to tender or any other tender documents should be taken as acceptance that the Public Contracts Regulations 2006, Directive 2004/17/EC or procurement law generally applies to the procurement nor intended to create any contract (express or implied) that the Authority is conducting the tender process in accordance with the Public Contracts Regulations 2006, Directive 2004/17/EC or procurement law. The contractors appointed will need to provide the following support services for UK Government to help address market failure in the provision of advice and education to businesses to help them reach their full potential in overseas markets and up skilling them in how to address this: a) Deploy and manage a regional team of international trade advisers (ITAs) providing education and advice to UKTI customers in appropriate geographical areas, with the aim of enabling them to grow through international trade and by ensuring that the customers have a better understanding of the routes to market including e-commerce and new media channels. Note this is a re-procurement of and existing service and the role of the ITA is fundamental to that service; b) Provide a customer support service with appropriate telephone and online advice to companies as well as supporting UKTI's business processes in delivering help to clients; c) Meet UKTI financial and performance reporting requirements; d) Effect the delivery of one or more European Funded international trade projects using the funding to be provided under this contract as the match funding (where appropriate); The successful Contractor(s) will be expected to apply for European Structural and Investment Fund (ESIF) projects developed by LEPs in their region, either under the UKTI Trade Opt-In and contained in the LEPs' ESIF Strategies, or subsequently under open-call. They will be expected to manage these projects and the associated match from the contract with UKTI in accordance with ESIF requirements, and accept the associated risks, including clawback of funding, should the ESIF Managing or Audit Authorities successfully challenge any aspect of the management of these projects; e) Enable the Export Finance Advisers employed by UK Export Finance to work alongside ITAs. The bulk of the costs will be in employing the ITAs and covering the costs of their necessary travel, IT requirements and overheads. International Trade Advisers (ITAs): a) ITAs will be expected to provide high quality advice to UKTI's customers, with the aim of educating and assisting them to develop the capability to grow through international trade. The ITAs need to be export practitioners with general exporting experience as well as knowledge of UKTI and other export support services. The ITAs are expected to operate in an advisory capacity and not in a consultancy role; b) ITAs will need to promote the benefits of different types of trade support; highlighting the services on offer from UKTI and other organisations and businesses; c) ITAs need to have the skills to deploy that knowledge, and provide face-to-face support, telephone and email advice to clients. Those ITAs working with Medium-sized Businesses will also need to develop a client management relationship with UKTI's customers on behalf of the wider UKTI organisation; d) ITAs Deliver a range of business focussed events for groups of businesses, including overseas market visits, to educate them through raising awareness of the benefits to companies of international trade and identifying new and existing exporters who may benefit from UKTI and other organisations' services; e) As part of their work ITAs will be expected to engage with all parts of the UKTI network both in the UK and overseas, and with partner organisations as part of the Government's joined up approach to the provision of integrated business support services. In order to be successful, the contractors will need to demonstrate a strong local presence and connectivity within the regions for which they wish to bid. As a result, these contracts may be of particular interest to small and medium sized enterprises. UKTI offers assistance to client companies both remotely -- by telephone or email -- and face-to-face through ITA meetings with clients at their premises. Contractors will be responsible for event promotion and brand awareness in order to generate new clients, working with, and with the agreement of, the relevant UKTI Regional Director. The contractors will have to deploy specialist knowledge in the network to help support their clients including knowing when to put their clients in touch with specialist export finance and e-exporting advisers (digital skilled professionals) advising on the options for exporting via e-marketplaces and other new media. The contractors will be responsible for maintaining auditable accounts. Each contract will include a system of payment by results such that a proportion of the value of the contract will be dependent upon achieving specified quality and performance targets. Successful contractors will be required to develop a cooperative and partnering relationship with the relevant UKTI Regional Director(s) and to respond flexibly to requests for other non-target related activity and support (such as supporting Ministerial activity in the region) as required. Where the resources available via this mechanism are deployed in European Funded projects they constitute eligible public sector match funding. As mentioned above, UKTI is re-procuring an existing service. Contractors will need to consider transition plans, including the novation of projects involving EU funding and obligations. It is expected that TUPE regulations will apply. Information on existing staff thought to be in scope will be supplied to bidders selected to tender for these contracts. Further information, including the roles and responsibilities of other parts of the UKTI network will be set out in the Request for Quote.
